On March 7, President Qin Chuan attended the seminar for "Sino-US High-end Joint Training Programs for Skills-based & Application-Oriented Talents" (hereinafter the "Ten Million Scheme") at Zhejiang Institute of Mechanical & Electrical Engineering. The program was sponsored by China Education Association for International Exchange (hereinafter the “Exchange Association”). Leaders from School of Tourism, Software and Service Outsourcing School and International Cooperation and Exchange Section of QTC also attended the seminar.

At the seminar, details about current progress of two projects, the "Ten Million Scheme" and "Sino-foreign Cooperative Education Programs and Quality Certification", were introduced and future arrangements about them were made as well. Zongwa, deputy secretary-general of the "Exchange Association" made an important speech about the further development of the "Ten Million Scheme" at the seminar; Guanping, President of Zhejiang Institute of Mechanical & Electrical Engineering and director of its exchange center explained in detail about the progress of "Sino-foreign Cooperative Education Programs and Quality Certification" at the institute.
As an expert of Chinese vocational education, President Qin has been invited to participate in the project research and plan design work of the "Ten Million Scheme". As a member of the Scheme, QTC is mainly responsible for the cooperation with related US colleges and universities in the field of information technology, now with the completion of 10 key IT courses, curriculum standards and curriculum assessment programs.
