New Leadership to QTC

The Qingdao CPC Committee's Organization Department announced its decision April 27th to readjust QTC's leadership at a meeting attended by all the administrators of the college.

According to Ms Wu Ying, Deputy Director of the department, Dr. Liu Pengzhao, the former Deputy Director of the QTC-based Qingdao Development Area Administration Committee, was appointed Party Secretary of QTC CPC Committee, and Prof. Qin Chuan, the former Vice President was promoted to be President of the college. The former Party Secretary Mr. Tan Sende and the former President Dr. Shi Zhongjian were respectively appointed as consultants to the college.

Ms Wu, on behalf of the municipal CPC committee, emphasized in his talk, it was just the former leading team's solid, enthusiastic and innovative leadership that made QTC attain the great achievements either in terms of its quantity or in terms of quality, or fame, and had currently been one of the top national role model vocational colleges. She spoke highly of the two former leaders, who would retire from their leading position due to their age, for their outstanding leading roles.

She also introduced the two new top leaders of the college Dr. Liu Pengzhao who had a profound administrative work experience in governments at different levels and Prof. Qin Chuan who had consecutively been working in the educational fields for years and familiarized with the college in all respects, especially his achievements obtained during his overseeing the college's teaching, employment and students recruitment. Their new appointments as QTC's top leaders was a result of careful and meticulous consideration of the municipal CPC committee, and was a proper decision, she said. She finally expressed her hopes to the new leadership of QTC and called on all the administrators to support their work and endeavored in all their efforts to achieve a greater accomplishment.

Mr. Tan Sende and Dr. Shi Zhongjian both expressed their support to the city's decision. Mr. Tan appreciated, in his talk, all the faculty members' support to his work, and also expressed his expectations to the further development of the college. Dr. Shi Zhongjian showed his gratitude to the municipal committee's consistent care and support to QTC, and gave his congrats to the two new leaders who he thought were properly qualified for their positions because of their previous contribution to QTC development. He briefly reviewed his 11 years of presidency, being full of both windy and rainy days and wonderful sunshine time, all of which would become his cherished memory, and he finally gave his great appreciation to all of those who had supported him.

The two new leaders also talked on the meeting. Dr. Liu Pengzhao said he was glad to work on the new post and hoped all the administrators and staff could support and help him. He was confident and also determined to take over the new leading role and achieve more new achievements by coordinating with other leaders. Prof. Qin concluded his speech with four words: appreciation, pressure, mission and confidence. He appreciated the trust of the municipal committee, yet felt great pressure, but would confidently accept the mission to meet the new challenges ahead. He emphasized to adhere to the college's educational concepts and modes, and would apply himself to the college's further development with a consistent, modest, diligent and pragmatic spirit.

Prof. Qin Chuan

Born in October, 1960 in Hubei province, Qin Chuan started working in July, 1982 and joined CPC in May, 1982. He got his bachelor degree of Mathematics in Qufu Normal University in 1982 and his Master of Public Administration of China Renmin University in 2003. Before he became Vice President of Qingdao Technical College in 2006, he once acted as Deputy Director of Higher Education Department, Cultural, Education and Hygiene Office of Qingdao Municipal Government, and Director of Higher Education Department (Normal) of Qingdao Education Bureau.

He became President of Qingdao Technical College in April 27, 2012.

Concurrently, he is also Vice Chairman of Working Committee for National Psychological Health Education in Higher Vocational Colleges, Member of Entrepreneurial Education Guiding Committee in Higher Education of Ministry of Education, China, Member of Academic Committee for National Education Administration, and Adjunct Professor of East China Normal University.
